Once you press the Create PDF Map button, the bar below will appear at the bottom of the screen. Click Allow Once or Always Allow under the Options for this site menu to allow the PDF to be shown. You will have to go through the steps to create the PDF again to make the pop-up appear.

Click on the Options button to open the menu below. Click on Allow pop-ups for snapmaps... or Show 'http://... to show the pop-up.

Click on the button or the icon to open the balloon below. Set the radio button to be Always allow pop-ups from snapmaps... or click the link above the radio buttons to show the PDF. Note: If you select Always allow you may have to click Create PDF Map again to get the pop-up to show
