Data will only appear in 2nd Year Manure Credit if you checked the Use 2nd year credits button or the Use 2nd and 3rd year credits button on the Farm Screen. The only exceptions to this are 2nd and 3rd year N credits for biosolids applications, which must be accounted for by Wisconsin law (NR214, see http://docs.legis.wisconsin.gov/code/admin_code/nr/200/214.pdf). These cells are not directly editable.
